Fircrest School
Turn Around Systemic Failure
Bringing Structure to a Systemic Crisis
When systemic failures and a suspicious death led to the loss of federal certification at Fircrest School, restoring safety required more than compliance. The facility needed a fundamentally different approach to planning and managing care.
The Challenge
Fircrest School faced a serious crisis. After a series of systemic failures, critical injuries, and a suspicious death, the facility lost its federal certification. The stakes were not just operational or financial; they involved basic human rights and the well-being of vulnerable residents.
The challenge was not simply a lack of dedicated staff or commitment to improvement. The facility needed a coordinated approach to overhauling its operations, protecting residents, improving care, and meeting federal standards.
Early efforts to regain certification were fragmented and reactive. What was missing was a shared framework for connecting the many necessary improvements to clearly defined, measurable results.
ManagementPro Role
ManagementPro trained the facility’s turnaround team in the Logical Framework Approach (LogFrame), providing a practical method for organizing the complex recovery effort.
Using the LogFrame, the team developed a coordinated turnaround strategy built around six operational outcomes. Each outcome was linked to measurable indicators of progress toward federal recertification.
The team then identified the necessary inputs and activities, translating the strategy into a Gantt chart that connected specific tasks to the intended outcomes.
An important part of the process was identifying critical assumptions that could threaten success, including internal facility risks, data quality concerns, and unpredictable actions by outside entities such as the Attorney General.
Rather than directing the turnaround, ManagementPro equipped the team with a structured method they could apply to the challenge themselves.
What Changed
The facility ultimately regained federal certification and stabilized its operations. The turnaround was accomplished by the facility's team, using the strategic framework and planning skills developed through ManagementPro's training.
Lessons Learned
A well-trained team, equipped with a clear strategic framework, can turn even a complex institutional crisis into a manageable set of objectives, actions, and measurable results.
