Sandia National Laboratories
Develop a Long-Range Energy R&D Strategy
Connecting Research Programs to National Energy Goals
Sandia's Energy Center managed important research programs addressing national energy challenges. ManagementPro helped its leaders develop an integrated long-range strategy using the Logical Framework Approach.
Sandia National Laboratories conducts research essential to America's energy security, including protecting the electrical grid against cyberattacks, improving resilience, and integrating renewable energy sources.
The Energy Center managed a broad portfolio of research programs. Each had its own technical objectives and priorities, but connections among programs and their contributions to national goals were not always clear.
Leaders needed a long-range strategy that brought these efforts together, defined intended results, established success measures, identified critical assumptions, and clarified where external partnerships were essential.
Without that structure, assessing how individual research investments contributed to the Energy Center's overall mission was difficult.
ManagementPro Role
ManagementPro worked with senior technical staff and project leaders through a series of strategic planning workshops.
Using the Logical Framework Approach (LogFrame), we helped teams work backward from long-term energy goals to identify the results their research programs needed to achieve and the conditions required for success.
The LogFrame connected goals, program purposes, expected outcomes, and supporting research activities. Teams established measurable indicators, examined critical assumptions, and identified dependencies that could affect practical application of their research.
We also helped clarify the roles of industry, academic, and other external partners in achieving program objectives.
The process gave technical leaders a common strategy while preserving the distinct contributions of individual programs.
What Changed
The Energy Center gained an integrated long-range R&D strategy linking individual research programs to national energy objectives.
Program leaders gained:
- Clearer alignment between research initiatives and long-term energy goals.
- Defined success measures for tracking progress and evaluating results.
- Explicit assumptions identifying risks and dependencies affecting success.
- Stronger partnerships clarifying where industry, academic, and other collaborators were needed.
- A common planning framework for setting priorities, reviewing progress, and adjusting research plans.
Energy Center leadership used the LogFrame to guide research priorities, inform investment decisions, and conduct program reviews. It became a practical management tool, not simply a planning document.
Lessons Learned
Strong research programs don't automatically add up to a coherent strategy. Leaders need to see how the programs connect, what results matter, and what conditions must hold for success.
The LogFrame helped Sandia connect its research investments to national energy goals—and gave leaders a practical way to manage that strategy over time.
